Bart C. Koontz – President & Chief Executive Officer

Bart C. Koontz is the founder, President and Chief Executive Officer of Koontz Corporation. He is responsible for the Company’s strategic direction and long-term planning, as well as, the development and implementation of the company’s overall investment strategy. The Company, formerly known as Koontz McCombs, was formed in May of 1997 by Bart Koontz and Red McCombs to develop income-producing properties throughout the State of Texas. In the ensuing years, Koontz Corporation has developed over 7 million square feet of commercial properties. The scope of properties has ranged from office, medical office, industrial/flex, retail, and multi-family.
In addition to his real estate development business, Bart is also the co-founder for Koontz Construction, Inc. Founded in 2000, the Company has grown rapidly with annual revenues now in excess of $100 million. Since 2003, the Company has been active in the residential segment, developing over 4,000 multi-family rental units in San Antonio, Houston, and Austin. In 2011, Koontz Construction, Inc., was ranked as the 4th largest commercial contractor in San Antonio. The Company’s portfolio includes numerous school and institutional projects, as well as office, medical office, automotive, retail, multi-family, and industrial projects.
Prior to founding Koontz Corporation, Mr. Koontz was President and stockholder of HK Partners, Inc. HK Partners, a commercial real estate developer specializing in large retail properties, developed projects for many national retail chains, including Target, Circuit City, Office Max, Office Depot, Petsmart, Toys R Us, and KMart. From 1993 to 1997, HK Partners developed in excess of 1,000,000 square feet of commercial space throughout Texas.
From 1983 to 1993, Mr. Koontz served as Senior Vice President for Concord Corporation in San Antonio, Texas.
Prior to 1983, Mr. Koontz was with Cushman and Wakefield in the Dallas and San Antonio Area and was active in real estate brokerage and leasing of office and industrial properties.
Troves B. Gilbert-Chief Financial Officer
Troves Gilbert has served as Chief Financial Officer of Koontz Corporation since its founding in 1997.
Mr. Gilbert has over 36 years of experience in finance, accounting, construction, and commercial real estate. During his tenure with the Company, he has been primarily responsible for the financial aspects of real estate transactions totaling over $1.3 billion. He has oversight responsibility for the Company’s accounting, finance, risk management, human resources, and information technology. As a member of Koontz Corporation’s executive leadership team, he is active in strategic planning and providing overall direction for the Company. Prior to joining Koontz Corporation, Mr. Gilbert was a CPA with the first ten years of his career spent with the San Antonio office of Ernst & Young.
Erwin Caban-General Counsel
Erwin Caban is General Counsel of Koontz Corporation. He has been with the Company since February 2014.
Prior to joining the Company, Erwin practiced law from 2003-2014 in the San Antonio office of Norton Rose Fulbright (formerly Fulbright & Jaworski), a pre-eminent global legal practice.
Erwin’s practice focused on all aspects of commercial and multi-family residential real estate matters, including development, acquisition, disposition, leasing, financing and operation of improved and unimproved real property. Erwin has served as special counsel for various political subdivisions, special districts and private entities throughout the State of Texas in implementing their economic development programs and negotiating development, management and operating contracts and integrating such contracts with tax-exempt financing. He has served as bond counsel in matters related to the authorization and issuance of various types of public debt and projects authorized under Texas law. His practice areas also included EB-5 based investments and Foreign Corrupt Practices Act matters.
Erwin graduated from the Southern Methodist University Dedman School of Law.
David A. Olsen-Senior Controller
David A. Olsen joined Koontz Corporation as Controller in 2005. In 2006, he was promoted to Senior Controller for all entities of Koontz Corporation.
Mr. Olsen began his career as a CPA on the audit staff of Ernst & Young in San Antonio from 1980 to 1983, serving small to large clients in various industries including construction, professional sports, communications, wholesale, retail and mortgage banking. From 1983 to 1994, he served as Controller and CFO of several private and public companies in San Antonio. From 1994 to 2005, Mr. Olsen was a self-employed financial consultant offering accounting and special project services, specializing in financial modeling for strategic planning purposes. His clients ranged from small to mid-sized companies, both in and out of Texas, in many industries including construction, heavy equipment dealerships, real estate development, oil and gas, wholesale distributors, financial services and motel operations.
Koontz Development, LLC
Thomas Wells-Vice President of Multi-Family Development
Thomas Wells joined Koontz Development, LLC in November of 2004 as Vice President of Multi-family Development. Mr. Wells focus is on identifying multi-family projects outside of the San Antonio area. With the last 18 years of experience in management and development of apartment communities across the country, Mr. Wells adds tremendous strength to our multi-family division.
Prior to joining Koontz Development, Mr. Wells served as a Development Partner for The Morgan Group and JTS Interests where he was responsible for new multi-family development in Texas, Louisiana and Colorado.
In 1986, Mr. Wells joined The Hanover Company in the Property Management Division where he was in charge of budgeting, market analysis, on-site computer implementation and training, as well as overseeing several Houston properties. In 1993, he assumed the position of Site Acquisition and Development where he identified and developed 27 multi-family sites totaling over 8,000 units.
Cynthia H. Stevens-Senior Vice President, CLA
Cynthia H. Stevens, Senior Vice President, CLA, joined the Company in January 2000 with over twenty years of experience honed in the industries of title insurance, private law practice, hospitality and commercial lending. Ms. Stevens is responsible for the Company’s due diligence, closing, and legal administration activities. She engages and coordinates with the Company’s consultants regarding legal, engineering, professional, entitlement, and technical matters. Her responsibilities include implementing the Company’s strategies in its acquisition, development, leasing, financing, and disposition of real property. As a key player on the Company’s executive team, her involvement starts with initial site identification and continues through the sale of fully stabilized projects. She also holds offices on the Board of Directors for various Owners Associations which the Company manages.
Prior to joining Koontz Development, Ms. Stevens was Senior Legal Assistant with La Quinta Inns, Inc. During La Quinta’s national expansion program, over 100 hotels in 22 states were added to its portfolio, including 60 new hotel construction projects. As a vital member of the development team, she was involved in several multi-site hotel acquisitions, a $242 million dollar credit facility collateralized by more than 100 hotel properties, and La Quinta’s $3 billion dollar merger with The Meditrust Companies.
Ms. Stevens is an active member of Real Estate Council of San Antonio (RECSA) and serves on its Executive Committee. She has been a member of CREW-San Antonio since 2000, and National Association of Legal Assistants (NALA) since 1992.
Loren Gulley-Vice President
Loren Gulley has served as Vice President of Koontz Development, LLC since 2011. He is principally engaged with the Company’s multi-family development group charged with site identification, due diligence, market research, and project management. Mr. Gulley is also primarily responsible for the development and management of the Company’s workforce housing projects in South Texas.
Mr. Gulley has over 10 years of experience in various aspects of the real estate industry. Prior to joining Koontz Corporation, he was an Associate with DH Realty Partners where he was active in the sale and leasing of retail, office, and industrial properties. He began his real estate career developing single family subdivisions in the San Antonio area. Prior to that, he was in the insurance industry with USAA for eight years.
Koontz Construction, Inc.
Robert Grier-Vice President of Multi-Family Construction
Robert Grier serves as Vice President of Multi-family Construction for Koontz Construction, Inc. Robert has 32 years of experience in many aspects of construction from light commercial to single-family homes and multi-family construction projects throughout the United States.
Robert joined Koontz Construction in April 2006 as a Project Manager in charge of the Estancia San Miguel Project in northwest Houston and the CityVista Project, an upscale luxury community in downtown Houston.
Robert started his multi-family career as an estimator in the Dallas area. He was quickly promoted to Chief Estimator in charge of preparing all bid proposals, quantity takeoffs and managing the estimating staff for projects throughout the United States. He also worked as a Project Manager in the Atlanta area on upscale apartment projects. Robert returned to Houston and held positions as Superintendent, Chief Estimator and Project Manager, the latter two for the Hanover Company.
